3.

The Land Officer advises that in the circumstances the authority given in the earlier despatch cannot safely be taken to cover the issue of renewable leases for Marine as well as Inland Lots where renewal would involve the exceeding of a total term of 75 years. It has however been assumed in

the past that since the Secretary of State has authorised

the issue of such leases generally further special authority

was unnecessary, and this appears to me to be a reasonable

interpretation of the intention of the words which I have

quoted from the ordinance.

4. There appears however to be room for doubt, and

I have therefore the honour to request that Your Lordship

will formally authorise the issue in this particular case

and generally of Marine Lot Leases on the same conditions

as to the term as have already been approved in the case of

Inland Lots.

i have the honour to be,

My Lord,

Your lordship's most obedient, humble servant,

Governor, &c.
